Nah, that is some fake animated instrument imposed on the video - if you see the video, it never revs beyond 7k. Here is the real instrument - the redline is at 6800 rpm.

So I researched a little bit about why turbo engines don't rev high and this is what I found (it is from reading forums - so take it with bit of salt). You need big turbos to be able to keep boost up at higher revs - which makes sense cause higher the revs, the higher vol of air/sec the engine needs. But the bigger the turbos, the bigger the turbo lag, so it is a trade off. It will be interesting too see how McLaren addressed this in the MP4-12C.

Yeah i'm really waiting to hear about that engine in the New McLaren,i hope they deliver since it's their first engine.
