For nevada record ,in a jalopnik article jeffrey cheng-owner of the record car said , “The altitude automatically resulted in a boost reduction of around 20%.” and in koenigsegg registry website, it said “Jeffrey informed me a few days later that the boost on #143 had been set to 1.48 bar rather than the usual 1.60 bar, so as not to over-stress the engine in the thinner air of the 3300 foot altitude.” but that is not even %10 ?
And If the record attempt was at sea level, how many kph would they reach ?

altitude starts having effect when the turbo's can no longer compensate for the clack of oxygen in the air, the chiron with its 4 massive turbos and gated exhaust could probably compensate for the height, thus reach 320mph at the altitude

There are two different effects at altitude. 1 - Lower air density reduces the mass of O2 per volume of intake air. 2- Lower air density reduces drag. This is why long distance running at altitude is harder but sprinting is easier.
